SHAKOPEE, MN – A notice of violation has been issued by the Horseracing Integrity and Safety Authority (HISA) to trainer Jose Silva Jr.. The notice has been posted on the HISA portal. According to the notice, HISA “has reason to believe” that Silva violated HISA rules, 8100(a), 8100 (b), 8400 (c)-(d) and has until September 18 to respond to the notice.

The violations alleged by HISA deal with cooperating with the Authority on an investigation and not with any positive test results.

Silva was the 2025 leading trainer at Canterbury Park and leading trainer this year at Turf Paradise. As of September 12, he was two wins behind Mac Robertson at the current Canterbury meet.

HISA alleges that according to a “credible witness,” there was pitcher plant extract in Silva’s RV parked on the backside of Canterbury Park. P-Block, as it’s known, is a plant based analgesic and anti-inflammatory designed to relieve pain and inflammation in animals. While a common medication for horses, it is a banned substance in racehorses.

The Minnesota stewards scratched all horses trained by Silva on Thursday, September 10 and Saturday, September 12.

Again, Silva’s possession of the substance in question is alleged, but not confirmed, and the HISA regulations that he is charged with violating are not regarding any illegal substance but with interfering in various ways with an investigation.
